Its the engine crankcase breather by the sound of it. If its chucking lots of air out of it then its likely the engine is badly worn.

I assume this buggy has been standing a while, which means the O rings in the carbs might have gone brittle and there`s fuel leaked down into the engine. This will make it hard to start and will chuck out a lot through the breather. You can check by sniffing the dipstick for a petrol smell.
I assume it doesn`t have a standard airbox which will also make it hard to start.
Is the fuel old?
So many possibilities................ :crazy:

Definitely change the oil and filter. Oil is cheap, a new engine isn`t.
There are various additives you can get to add to the petrol which will clean out the carbs which will help with starting.
If there is fuel in the oil you`ll need to strip the carbs and replace O rings.
